Project Funding

The Alliance does not maintain caches of equipment, supplies, or pharmaceuticals. The annual budget includes funding for regional projects to address identified gaps or deficiencies in the healthcare delivery system.

The 2024-2029 Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program Cooperative Agreement and the Florida Department of Health (FDOH) contract details how all projects funded through the HCC program must be regional. Representatives from the Florida Department of Health and the Administration for Strategic Preparedness and Response must approve all potential projects. ASPR encourages HCCs to maintain a priority list of approved regional projects, and ASPR has provided guidance on the types of projects to fund. 

Regional projects will be identified and discussed at the Specialty Working Group on Regional Resources and Gaps. This working group will be comprised of Coalition representatives, including individuals from the pre-hospital and hospital sectors. Individuals in the working group will review and update the Alliance’s Hazard Vulnerability Assessment (HVA), and the gaps identified in the HVA will assist in types of projects to be funded. The working group will focus on one (or more) of the specialty surge areas identified in the ASPR Notice of Funding Opportunity (NOFO) - pediatrics, burn, chemical, radiation, infectious diseases, cybersecurity, and downtime operations. The regional project ideas developed by the working group will be brought for review and approval to the Alliance Board. All projects will be reviewed by the FDOH and ASPR prior to Board review and voting.
